Business of Supply  Mr. Speaker, since the Conservatives are constantly raising the costs, my question is whether the hon. members have had the same experience I have had. I have had constituents come to me and say that they have been quoted a 100% increase in their fire insurance. They have come to me and said that they cannot get flood insurance and that the insurance companies say it is because of climate change.

Business of Supply  Mr. Speaker, I listened with great interest to the member's speech, and I wonder if he is as confused as I am about this Conservative motion calling for a carbon tax election. Clearly, the carbon tax is not popular with a lot of Canadians, but they recognize that it is a better idea than doing nothing about climate change.

Health  Mr. Speaker, there is panic among community-based health prevention groups that are working to limit the spread of HIV in Canada. On March 31, the Liberals let funding for HIV self-testing kits run out. Self-testing kits have quickly become a vital tool in limiting new infections and moving towards the eradication of HIV/AIDS.

Business of Supply  Madam Speaker, the member is the chair of the Standing Committee on Public Accounts. Does the committee have any plans to investigate accountability for the Phoenix pay system? It was planned by the Conservatives to cost $310 million and now has cost more than $2.6 billion, with more than 200,000 public servants still facing problems with their pay.

It is quite ironic that the Conservatives are so focused on this one instance of misspending, when they were the government that brought in the Phoenix pay system.

Canada Early Learning and Child Care Act  Madam Speaker, like that of the hon. member, my riding is rapidly growing with lots of young families. What people are finding, whether they are talking about setting up a new public sector child care centre or a non-profit, even as new entrepreneurs, is that they lack the workers.

Canada Early Learning and Child Care Act  Madam Speaker, I certainly share the importance of the $10-a-day child care for many families in my riding, but the problem of course still exists that there is not enough child care available. I wonder whether the member would agree with me that one of the things we also have to do is make sure that those who work in the child care sector, primarily women and quite often those who are new Canadians, are properly compensated for their skills and for the hard work they do each and every day.

Criminal Code  Mr. Speaker, I have had the same question through the whole debate today, and that is, as I have said before, that we all know that access to mental health supports varies by one's residence, by one's income and by one's ethnicity. People have trouble accessing mental health services.

Criminal Code  Mr. Speaker, it is very clear that there is a class, racial and geographic aspect to being able to access mental health services. We have a problem for people in rural and remote communities. We have a problem in indigenous communities. We also have a problem for those who cannot pay for their services.

Government Business No. 34—Proceedings on Bill C-62  Madam Speaker, once again, while I agree this time with the Conservatives that extending medical assistance in dying to those who have mental disorders as the sole underlying condition is very problematic and should not happen, I cannot understand the Conservatives not supporting moving quickly with the bill we have in front of us, because we face a deadline for when this will come into effect if we do not act.

My question is this.

Government Business No. 34—Proceedings on Bill C-62  Mr. Speaker, in the previous Parliament, I was the NDP's representative on the medical assistance in dying committee. I do support medical assistance in dying, but it was the most difficult issue I have ever dealt with, and I agree with my colleague from Saanich—Gulf Islands that it was probably the most difficult issue most of us have ever dealt with in the House.

Criminal Code  Madam Speaker, in Parliament, unanimous support is a rare thing to see, but on the issue of coercive and controlling behaviour, we have an instance where all parties agree that there is a need to act. This bill and the associated recommendations from the justice committee have now twice received the support of all parties at the justice committee, and we heard strong speeches in support of this bill from all parties in second reading debate just before the holiday break.

Fall Economic Statement Implementation Act, 2023  Mr. Speaker, this is a difficult moment for me, not because I had to find a new seat near the exit, not because it took me two tries to get to Ottawa because of the fog and not because I come from an Irish family of criers, but because it is really a moving moment for me. Employment Equity  Madam Speaker, New Democrats are committed to challenging all forms of discrimination that prevent full participation in our economy. Although updates to the Employment Equity Act are long overdue, they still will not be under the tree this year. On Monday, the Employment Equity Act review task force released its recommendations to include Black Canadians and 2SLGBTQI+ Canadians in the federal Employment Equity Act as listed groups.
