The Budget  Mr. Speaker, I thank my colleague for the opportunity to speak on this. Normally, I like to deconstruct the budget from the standpoint of the fight against climate change. Now I am doing so based on my region. What I notice is that, indeed, there is not much in this budget for the fight against climate change.

I was talking about support for the fishing and tourism industries, and I was going to say that it is startling to see that there are no additional investments for the restoration of the Cap-des-Rosiers lighthouse, the tallest lighthouse in Canada.

The Budget  Mr. Speaker, I will be sharing my time with the member for Jonquière. I am very pleased to be discussing the budget today. We have read it, and it looks more like a Liberal election platform than real fiscal policy, which is exactly what we feared. We in the Bloc Québécois had made some very clear demands of the government.

The Budget  Mr. Speaker, I was reading an article in La Presse that highlighted a win for the Liberal government's budget. At first, I thought it was a good idea too. I am talking about the Canada learning bond that the federal government created in 2004. It helps parents save for their children's education by opening a registered education savings plan.

Immigration, Refugees and Citizenship  Mr. Speaker, there is a way to be responsible both at the borders and towards the entire fishing and processing economy in the Gaspé Peninsula and eastern Quebec. We simply have to work sensibly and without partisanship. The collaboration of the Minister of Immigration is commendable, but he has the fate of an entire industry in his hands.

Climate Change  Mr. Speaker, while the Liberals try to govern Quebec, there is no one governing at the federal level. There is no one coming up with a real transition plan for the fisheries. There is no one tabling an overhaul of employment insurance. We found out this morning that the federal government is $14 billion behind on the climate investments it promised.

Business of Supply  Mr. Speaker, I would rather not be misquoted. What I was saying about the $239 per tonne is that that is what the Parliamentary Budget Officer is proposing. It is not the Bloc Québécois that is proposing it, it is the Parliamentary Budget Officer. What he is saying is that, with the current tax, about eight in 10 Canadian households get more money back than they pay with the tax.

Business of Supply  Mr. Speaker, disinformation is becoming more and more of a problem. Now we are seeing it with respect to this government measure. If I had one piece of advice to give the Liberal Party, the party currently in power, it would be to take back control of the narrative on its own environmental and economic measures.

Business of Supply  Mr. Speaker, no one can really explain this. No sane person in Quebec thinks that climate change is not real. We are living it. I am living it in my riding with coastal erosion. It is a scourge and we need to do more to fight it. One of the first things we can do is put a price on pollution, but we also need to stop subsidizing oil companies, which pollute enormously.

Business of Supply  Mr. Speaker, I thank the member who just spoke. I dream of having that kind of presence and the skill to deliver that kind of speech. What I want to do is present the facts that were recently reported by Radio-Canada about the whole carbon tax issue. I think it is extremely relevant to today's debate.

Business of Supply  Mr. Speaker, former environment minister Catherine McKenna, who worked to implement the carbon tax, spoke to the media yesterday. She said that the Liberal government had done a poor job of selling its own environmental and economic measure and that it was a shame the Conservatives had completely taken control of the narrative.

Business of Supply  Mr. Speaker, the Conservative motion today is very short, clear and concise. They are relying on numbers, and I imagine that the Conservative Party is very thorough and does not pull numbers out of a hat. They claim that 70% of Canadians oppose the 23% tax hike that will take effect on April 1.

Impact Assessment Act  Mr. Speaker, before I begin my speech, I want to offer my deepest condolences to the entire House of Commons staff and to the loved ones and family of the staff member we lost last week. I was going to say that I am pleased to debate Bill C‑375. I had planned a speech in good faith to recognize the positive aspects of this bill.

Impact Assessment Act  Mr. Speaker, this seems like a very useful bill. It gives precedence to measures that already exist in the provinces. For example, if we look at Quebec, its environmental measures are stricter, I believe. There is no reason for the federal government to conduct an environmental impact assessment when the Government of Quebec has already rejected a project following its own environmental assessment.
