Budget Implementation Act, 2023, No. 1  Madam Speaker, it was interesting to listen to the Liberal member fearmongering about cuts, as many Liberal members do. If we take a look at actual history and facts, we will find that the last government to significantly cut transfers for health care, social services and other important programs was the one of finance minister Paul Martin's budgets of 1995-96 through 1997-98, where we went from $18.4 billion in 1995-96 to $14.7 billion in 1996-97 to $12.5 billion in 1997-98 because of the absolutely disastrous economic policies of the last incompetent Trudeau government, a government that racked up deficits in 14 out of 15 years.

Inclusion of Students with Disabilities  Madam Speaker, one of the things I did not do particularly in the legislation is call on the government to spend more money on anything. I did not want to get into debate about how much we spend, whether it is enough and all of those different things. Clearly, there are challenges and clearly we need to do more in indigenous communities on a lot of fronts and education is absolutely one of them.

I would say, to that end, one thing that is really important is that this is not a competition. This is not one vulnerable group against another vulnerable group, or one advocacy organization against another advocacy organization.

Inclusion of Students with Disabilities  Mr. Speaker, it is nice. I am going to zero in on two points the member made. First of all is the incredible importance of connection. He talked about the Special Friends Network. The Special Olympics now has its unified program, where it is having people with developmental or intellectual disability playing alongside people without disability.

Inclusion of Students with Disabilities  moved: That: (a) the House recognize that, (i) Article 24 of the Convention on the Rights of Persons with Disabilities, which Canada signed in 2007 and ratified in 2010, states that signatories “shall ensure an inclusive education system at all levels and lifelong learning directed to enabling persons with disabilities to participate effectively in a free society”, (ii) according to the Global Education Monitoring Report, in low- and middle-income countries, approximately 50% of children with disabilities are estimated to be out of school, (iii) a 2021 UNICEF report found that, compared to children without disabilities, children with disabilities were 49% more likely to have never attended school; and (b) in the opinion of the House, where the federal government spends money on education, domestically or internationally, clear consideration must be given to the maximum inclusion of people with disabilities, including people with intellectual and developmental disabilities.

Privilege  Mr. Speaker, I am being heckled again. I cannot tell them what to do. I am imploring them. I am not telling them what to do; I do not have that power. However, I think the debate would be better if members from all parties were participating wholly and fully in it. To the point of the question, I think there is a real question on Canadians' minds as to why we are even having this conversation right now and why this stuff is not hard-wired into our democracy at this point in time.

Privilege  Mr. Speaker, I will point out that, while I very much agree with the member on this, we do not always agree on everything. I am very thankful for a thoughtful question in this debate. She makes a very good point for all of us. We may not agree on the choices that the people in one riding or another make about who they send to debate on their behalf here, but we do have to respect that our democracy functions on the basis of those decisions made in the 338 ridings across the country, and the functioning of our democracy depends on the freedom of all 338 members, regardless of where they are from and what party they are from.

Privilege  Mr. Speaker, I thank my hon. colleague for that important question, because I do think this is critical. One of the four elements in the motion from last week that we voted on today was the idea of having a public inquiry. There is a real power to transparency. There is a real power to us coming together as 338 members of the House and agreeing on behalf of our constituents across the country, all of our constituents, that this type of intimidation is not okay.

Liberal member just said, in his heckle to the group about his colleague from Kingston and the Islands, that he is doing a good job, that he is doing a good job because he is pissing all of us off.

Privilege  Mr. Speaker, I am being heckled that if the end result is that the Liberals won three elections, I guess it is all good. The member's heckle was that they won three elections, so it does not matter. One other common thread in the debate today has been the Liberals going back eight years.
