However, it is interesting that my colleague brought this up, because our colleague, the member for Avignon—La Mitis—Matane—Matapédia, who is our public safety critic, came over to see me earlier and told me that this is a big problem.

Strengthening the Port System and Railway Safety in Canada Act  Madam Speaker, we may have amendments to that effect, of course. However, we will have to see if Bill C-33 allows for that. When an amendment is introduced, it has to relate to the text, and there is not much text regarding the Customs Act in the current bill. We will certainly try to find a way.

Strengthening the Port System and Railway Safety in Canada Act  Madam Speaker, my colleague raises a relevant issue, namely the pattern of deregulation that we have seen in the railway industry and that has continued under the Liberals. It could be said that they are adding some small fixes, but nothing substantial. The Liberals and Conservatives both eat from the same trough.

Strengthening the Port System and Railway Safety in Canada Act  Madam Speaker, today we are debating Bill C‑33. If the people listening do not know what it is and have not heard of it, that is not unusual. It is not a very exciting bill. Let us just say that it is far, very far, from revolutionary. To pique interest in the bill, a very original title was found: an act to amend the Customs Act, the Railway Safety Act, the Transportation of Dangerous Goods Act, 1992, the Marine Transportation Security Act, the Canada Transportation Act and the Canada Marine Act and to make a consequential amendment to another act.

Strengthening the Port System and Railway Safety in Canada Act  Madam Speaker, I would like to congratulate my NDP colleague on his speech, which was nicely balanced. I have to say that we have had plenty of opportunities to discuss the benefits and shortcomings of Bill C‑33. We also had the opportunity to visit various ports in Canada last spring, if I am not mistaken, and my colleague took part in that visit.

Criminal Code  Mr. Speaker, I enjoyed my NDP colleague's speech, which seemed to go beyond partisanship. He certainly made an effort to rise above partisanship in his speech. In it, he mentioned that he thinks too many people will end up in pretrial detention, also known as remand. That would have a major impact on the lives of potentially innocent people, who would no longer be able to pay their mortgage, who would lose their job, and who would lose their relationship with their family and children.

Criminal Code  Mr. Speaker, I would like to congratulate my colleague from Rivière-du-Nord for his brilliant speech. It is clear that the summer vacation did him good, because he is really in fine form today. His speech was really relevant and enlightening. He raised one point several times in his speech that I would like to come back to.

Judges Act  Madam Speaker, I would like to come back to one specific aspect of my colleague's speech. In the Senate amendments, there is a change to clause 84, which deals with imposing greater diversity. I understand that, in post-1982 Canada, there is a desire to promote diversity. However, diversity is promoted differently in Quebec than it is in Canada, plus Canada is now a so-called postnational state.

Strengthening the Port System and Railway Safety in Canada Act  Mr. Speaker, I understand that Bill C-33 is the minister's baby. When ministers introduce bills that fall under their department's jurisdiction, they are usually very eager to see the bill in question take effect. In a way, I think it is to the minister's credit that he is pushing to advance his files and that he is excited at the idea of seeing his bill passed.

I find them all interesting. The government says that the Conservatives have been filibustering the whole time for a while now. That is true. I can say that I have seen the Conservatives filibuster a lot and try to slow down procedures over the past few weeks.

It is disappointing because I believe that this bill has some potential and could improve things to some extent. In the past, I have had discussions with the minister that seemed very encouraging.

Canada Business Corporations Act  Mr. Speaker, Bill C‑42 is unquestionably an important step forward in terms of greater transparency and in knowing who really owns businesses registered in Canada. However, there are limits to that. Perhaps my colleague could speak about that. For instance, if a company registered in Barbados, in a tax haven or in any other country in which the laws do not require the same transparency around the beneficial ownership of businesses, transparency ends when there is no transparency.

Criminal Code  Mr. Speaker, I rise on a point of order. I would just like some clarification about your decision earlier on wearing a T-shirt. I know that you cited the Standing Orders, but I would like it to be clear. This is how I interpret your decision. If a member decides to come to the House wearing a T-shirt with a slogan, speaks on a topic and the Chair or another member intervenes to raise the matter, the Chair will tell the member that they can finish their comments, but must dress in the future in accordance with the Standing Orders.

Strengthening Environmental Protection for a Healthier Canada Act  Mr. Speaker, when it comes to the environment, there is often a huge difference between what should be done and what ends up being done. Bill S-5 is sort of symbolic that way, meaning that we are doing a little when we should be doing a lot more. The Bloc Québécois, the Green Party and the NDP, which are other parties but can still contribute, wanted to add teeth to the bill so that it would have some clout and could make bigger and more beneficial changes to help the planet.

Department of Public Works and Government Services Act  Mr. Speaker, I thank my colleague for his passionate speech concerning Bill S‑222. It was interesting to see some enthusiasm, which is exactly what we want to see when it comes to wood construction. Unfortunately, we see nothing of the kind, especially from the government over there.
