Budget Implementation Act, 2023, No. 1  Mr. Speaker, I am just trying to quickly tally up all the attacks on democracy that have happened since I was first elected in 2015. I remember that, from 2015 to 2019, even with a majority, the government moved one closure motion after another. I cannot list every single one, but there was an awful lot.

Climate Change  Mr. Speaker, these billions of dollars in loans co-signed by the federal government, where can they be found? They are in the Canada account. The criteria for the account are set out in black and white. They state, and I quote, “the risks are assumed by the Federal government”.

Climate Change  Mr. Speaker, on Friday, Reuters reported about another $3 billion for the Trans Mountain pipeline. Ottawa co-signed two other loans, in late March and early May, and finally published them quietly last week on a website that has little traffic. Climate change is happening now; it is happening today.

Climate Action  Mr. Speaker, today, June 5, we are marking the 50th anniversary of World Environment Day. This year, the UN is urging us to do more to tackle the use of single-use plastic. We must be more responsible, but that is not all I want to talk about today. On this World Environment Day, our thoughts go out to the thousands of Quebeckers and Canadians whose lives have been devastated by the widespread forest fires.

Business of Supply  Madam Speaker, I would like to thank my colleague for his question. He sits with me on the Standing Committee on Environment and Sustainable Development. Trees capture CO2 up to about the age of 70. There is some carbon capture going on there, but the problem is that, when it was announced in 2019 that two billion trees would be planted, the Trans Mountain pipeline was under construction.

Business of Supply  Madam Speaker, I would like to thank my colleague, with whom I also sit. There are three questions in one. There are economic benefits, because it will force people to change their habits by consuming less petroleum products and focusing on innovation and the transition. We need to stop talking about the transition and start doing something.

Business of Supply  Madam Speaker, we have talked at length about what the Conservatives brought to the table for their opposition day, but the government is essentially no different. To return to the topic of carbon capture and storage, it is like a magic pill for them too. They think it will solve everything.

Business of Supply  Madam Speaker, like my colleague, I will say that the Bloc Québécois will vote against this motion. First, we are not in favour of cancelling the clean fuel regulations. In addition, we do not approve of the Conservative grandstanding on the important issue of inflation and the rising cost of living.

Business of Supply  Mr. Speaker, I have been in the House since 10 o'clock this morning, and all I am hearing is what could be described as “mud-slinging”. To put it another way, it is like a ping-pong match, but things are getting a bit out of hand. I would like to bring a little decorum back to the debate.

Business of Supply  Madam Speaker, there seems to be a problem with the interpretation. When the member speaks, we hear a crackling noise on the line, which is making the interpreters' task more difficult. There may be a cellphone causing interference.

Business of Supply  Madam Speaker, the member's speech covered so many things that I have questions about. I would begin by saying that the Johnston report is a victory for China and a defeat for democracy. The member spoke a lot about protecting democracy and about partisanship. I have a question for her.

Business of Supply  Madam Chair, there are a number of things we do not agree on entirely. There have been a lot of meetings. Some 1,300 meetings were held for the entire oil lobby in Canada in 2022. The department hosted 104 meetings, most of them with senior officials, and the minister has held 30 meetings in the last five months.

Business of Supply  Madam Chair, concerning everything we spoke about, the minister told us that things are going in the right direction. I would like to remind her that about 10 days ago, the UN released a report on the melting of glaciers, which is breaking records and is irreversible. It would seem like a business opportunity for the government because in the last budget there were millions of dollars.

Business of Supply  Madam Chair, I will set the issue of security aside and instead talk about the fact that the Prime Minister said that Trans Mountain's profits would be invested in the fight against climate change. That is like asking a firefighter to light a fire to justify his job. That being said, when the Prime Minister made those comments, the cost was $7.4 billion, but it is now $30.9 billion.

Business of Supply  Madam Chair, in 2022, oil companies made $38 billion in combined profits. I think they have the money they need. If they believe in this technology, then they should be using their profits to pay for it. I am going to ask some questions about Trans Mountain. This morning, the Prime Minister received a letter signed by over 95 organizations calling on the Government of Canada to finalize its assessment framework for fossil fuel subsidies using the WTO's definition.
