Budget Implementation Act, 2024, No. 1  Mr. Speaker, I would like to thank my colleague for her thoughtful comment. I would say to her that, after the Quiet Revolution, Quebec started developing a social model, Quebec's social-democratic model. This model continued to develop while the governments of Jean Chrétien and Paul Martin slashed transfers to the provinces, particularly for social services, in order to balance their budgets.

Budget Implementation Act, 2024, No. 1  Mr. Speaker, I thank the hon. parliamentary secretary for his remarks. I really like working with him too. Bill C-69 seeks to amend 67 different statutes. It contains some good things and some that are not so good. For example, it contains the global minimum tax aimed at countering tax havens, and that is good.

In my speech, I focused on division 16, the open banking system. Clearly, the government did not consult Quebec, the other provinces or any market players. The sector, in other words the business community, has been asking the government to legislate since about 2016.

Budget Implementation Act, 2024, No. 1  Mr. Speaker, Bill C-69 is an omnibus budget implementation bill that creates or amends 67 different acts. It enacts the consumer-driven banking act, which makes the federal government exclusively responsible for regulating this sector, with the Financial Consumer Agency of Canada serving as the regulator.

Budget Implementation Act, 2024, No. 1  Mr. Speaker, thank you. I also thank my colleague from Lac-Saint-Jean. Bill C-69 places Quebec in a dilemma in which there are no good options. If we refuse to join the federal framework, our institutions will stay trapped in the 20th century while their federal competitors step into the technological 21st century.

Public Complaints and Review Commission Act  Mr. Speaker, in 2019, Mary Foster from Solidarity Across Borders said, “We have enough experience to know that making a complaint to the CBSA about the CBSA doesn't really lead anywhere.” Having the ability to challenge the findings of the CBSA's investigations is essential to maintaining Canadians' trust.

Public Complaints and Review Commission Act  Mr. Speaker, as we know, the CBSA has serious governance problems. The ArriveCAN file exposed that, as did the lack of oversight at the port of Montreal, which is a nexus for car theft. Many whistle-blowers have identified systemic internal problems. The Bloc Québécois believes that the CBSA should be placed under third party management while the governance problems are sorted out.

Business of Supply  Madam Speaker, I thank my hon. colleague for his very powerful speech. The Bloc Québécois was in favour of the principle of the motion, but we had concerns about its wording. However, with the amendment that the Conservative Party proposed a few moments ago, it would be entirely appropriate for us to lend our support.

Business of Supply  Madam Speaker, the Auditor General's findings are devastating and call for a comprehensive review. This story cannot be allowed to end with the end of SDTC's operations. It is imperative that all documents are preserved to help determine what really happened. Does my hon. colleague agree?

Privilege  Mr. Speaker, first of all, I do not thank my colleague for his remarks, because I find them highly disrespectful. As we know, the Bloc Québécois is doing well in Quebec. Perhaps that explains why the Liberals are accusing us of colluding with the Conservatives and of leaning to the right, if not the far right.

Privilege  Madam Speaker, let us be clear. I am not giving a speech here to slow down or block the pharmacare program. Personally, I would like every individual and every citizen to have access to the medication that they need. That is very important, and we want that to go forward. That being said, we have serious concerns about the way that is being done, and rightly so.
