Flood Protection  Mr. Speaker, last November, B.C.’s Fraser Valley experienced a massive flood. Thousands were evacuated as the Nooksack River in Washington state sent floodwaters pouring into Canada. Sumas prairie, the heart of Abbotsford's agricultural industry, suffered catastrophic losses of livestock, crops and buildings.

Judges Act  Madam Speaker, I want to profoundly thank the hon. member for Fundy Royal for placing victims at the heart of his intervention. I listened very carefully to the speech that the parliamentary secretary to the Liberal Minister of Justice gave, and I do not believe the word “victim” was ever mentioned.

Judges Act  Madam Speaker, I notice that the two Liberals who have gotten up in the House to speak about the bill and ask questions have resiled from a discussion about victims. My colleague for Fundy Royal specifically asked a question on how victims are implicated by the bill and how they would benefit from an improved complaints process.

Taxation  Mr. Speaker, has the minister seen the price of gasoline lately? Of course she has not; she has a chauffeur. However, in Vancouver it is as high as $2.35 per litre. A huge chunk of that cost is GST and the carbon tax. That is a tax on a tax. The Conservatives have asked the Prime Minister to suspend GST on gasoline purchases.

Budget Implementation Act, 2022, No. 1  Madam Speaker, that is one of the best questions I have ever heard from the member for Saanich—Gulf Islands. It was a great question. Abbotsford, and in fact southern British Columbia, suffered the most significant rain and flood event, certainly in my lifetime, this past November.

Budget Implementation Act, 2022, No. 1  Madam Speaker, I think what my hon. colleague from the finance committee is signalling is a concern over the financialization of housing in Canada, where people see housing as simply being an investment to be profited from rather than a roof over a person's head. I do share his concern that, if we are not sensible about this, it is going to cost Canadians significantly.

Budget Implementation Act, 2022, No. 1  Madam Speaker, the thing the Liberals do not deliver on is affordability. They do not deliver on their promise to fight inflation. In fact, do members know what happens with the Liberal government? The biggest beneficiary of inflation and the affordability crisis is government revenues.

Budget Implementation Act, 2022, No. 1  Madam Speaker, I would be glad to answer the member's question. I do not know if he was in this House for the full speech I gave, because I acknowledged that supply chains do have an impact on inflation and that rising commodity prices around the world, exacerbated by the war in Ukraine of course, do have an impact, but I also mentioned that housing affordability and the housing inflation we are experiencing today in Canada are largely a made-in-Canada phenomenon.

Budget Implementation Act, 2022, No. 1  Madam Speaker, it is seldom that we Conservatives are on the same page with the Bloc, but in this case I have to agree with the member. This is an omnibus bill that the Prime Minister promised he was never going to table in this House. That is exactly what he did. Do members know how ridiculous it became?

Budget Implementation Act, 2022, No. 1  Madam Speaker, that was quite an introduction to my speech. It basically took all the oxygen out of the House. Let me start by saying that this bill is effectively the budget implementation act, which would implement a portion of the last federal budget, budget 2022, which was tabled just over a month ago.

Budget Implementation Act, 2022, No. 1  Madam Speaker, I am going to ask the minister a question that I have asked her before. It is one that we have not received an answer to. It is a question that I believe Canadians deserve an answer to. It has to do with the state of Canada's finances. We have incurred the largest budget deficits in Canadian history.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, I cannot answer that in 10 seconds, but I will say that we are not here in any way promoting the interests of the rich and the wealthy, as the member may have suggested. We are not even in government. We do believe that the wealthy should pay their fair share. The government has come forward with what they call a recovery dividend on banks, a one-time charge of 15% and then an ongoing charge of 1.5% every year in terms of new taxes on the banks.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, I again remind the member for Kingston and the Islands, which is the home to one of my cousins actually, of what I said in my speech, which is that this is the largest budget in Canadian history that this bill is reflecting. The bill is legislation for implementing that budget.

I can say that we as Conservatives believe in co-operative federalism, where we work with the provinces and territories to come up with solutions to problems, including the huge problems we have within the health care system in Canada.
