Government Operations committee  Thank you for the question. When we find a substantiated file that clearly demonstrates overbilling by specific consultants, we can carry out—

Government Operations committee  I will repeat my answer. I'll consult with colleagues internally, and we'll do everything in our power to provide the names to the committee, while respecting legal and confidentiality requirements. It's not that we don't want to answer the question, but we want to be sure—

Government Operations committee  Thank you for the question. As the deputy minister said, these are individuals. The names have been forwarded to the Royal Canadian Mounted Police, or RCMP. To preserve the integrity of its investigation, we prefer not to give the names of those resources to the committee.

Government Operations committee  I will consult internally and see what we can do in order to provide those names.

Government Operations committee  Thank you for the question. As was already mentioned, the investigations are aimed at individuals who have multiple contracts with several firms. At the end of March, we also announced that we would be increasing our data analysis. We will likely obtain other results about those individuals, i.e., consultants hired by primary contractors who could at the same time bill the federal government for work done under numerous contracts.

Government Operations committee  Good afternoon. Thank you very much for the question. First, it's important to distinguish between documentation prepared for employee security clearances and documentation for departmental security clearances. In his report, the ombud mentioned two areas where there was insufficient documentation.

Government Operations committee  Thank you very much for the question. It's not a matter of security but rather of documentation. As my colleague said earlier, we want procurement files to include a checklist indicating that a clearance was completed and that it has been recorded in the contract security program system.

Public Accounts committee  As I said earlier, we have an internal investigation team. Many cases are referred to this team each year. Its investigations can cover a number of topics. I don't think that this is the first we've heard of possible supplier wrongdoing in a process. That said, given the number of investigations—

Public Accounts committee  Some information provided concerns suppliers, and other information relates to employees. We're currently analyzing whether the employees acted within the scope of their regular duties, or whether they deviated from the expectations set for them. This analysis is ongoing, and as soon as we have more—

Public Accounts committee  As I said earlier, we received reports from three organizations over the past few months. We received reports from Canada Border Services Agency, observations from the Auditor General and the report from the procurement ombudsman. We look carefully at all the information brought to our attention.

Public Accounts committee  We have a number of administrative reviews and investigations under way. We take seriously all the information given to us by the Canada Border Services Agency, the Office of the Auditor General and the ombudsman's report. We have analyzed all of those files. There are some preliminary investigative steps under way to validate the allegations that have been brought to our attention.

Public Accounts committee  We have forwarded the file that was just mentioned by the deputy minister. We have shared our concerns with the Royal Canadian Mounted Police about the fact that a supplier was working on its own evaluation, its own statement of work.

Public Accounts committee  As I explained earlier, we take seriously any allegations that come to our attention about our suppliers or some of their chief executives. It is important to understand that these allegations must be supported by evidence. That is how we can confirm that the chief executive officer of the organization in question or the organization itself is not in compliance with the contract security program.

Catherine Poulin

Public Accounts committee  There is no pre-established threshold. Every allegation must be examined with a view to establishing its basis and determining whether there are facts to support it. Sometimes, when there is only one allegation, we will be able to confirm it with evidence. For example, in the case of the other security clearance suspension that took place, we were informed that a supplier's chief executive had a job while he was the chief executive officer of the company.
